Andrew Wheeler Believes Disapproval Resolution a Better Approach

Andrew Wheeler of B&D Consulting told Energy & Environment that a disapproval resolution would be a better approach than an amendment to the debt legislation in its story on "Murkowski 'Leaning Toward' Disapproval Resolution Against EPA Climate Regs."
"I think the disapproval is a much cleaner and more efficient way to deal with the issue," Wheeler said, because it would entail a straight up-or-down vote on the endangerment finding and would not be subject to amendments.
E&E reported that Sen. Lisa Murkowski (R-Alaska) would likely move forward with a formal resolution to block the U.S. EPA's climate regulations, rather than force a vote on an amendment to limit the agency's regulatory authority.
Murkowski, ranking member of the Energy and Natural Resources Committee, said she is "leaning toward" forcing a vote soon on a disapproval that would effectively veto the Obama administration's "endangerment finding" that links man-made greenhouse gases to global warming — a legal precursor to regulations on everything from cars to power plants.
