Professional Experience

Vince Ventimiglia is a Senior Vice President with B&D Consulting's health and life sciences practice. He recently left the U.S. Department of Health and Human Services (HHS), where he was Assistant Secretary for Legislation for more than three years. Vince focuses in health and life sciences where he offers clients extensive experience in government and the private sector. He is thoroughly familiar with health policy issues from legislative, regulatory, reimbursement and budgetary perspectives — and he understands the need to advance policy solutions in bi-partisan ways involving a full range of stakeholders.

Prior to his position as HHS assistant secretary, Vince served as Health Policy Director for the U.S. Senate Committee on Health, Education, Labor, Pensions, and as Policy Director for the U.S. Senate Committee on the Budget.

Vince's professional background also includes extensive industry and nonprofit experience. He served as director of government affairs at Medtronic, one of the world’s leading medical technology companies, and as program director for the nonprofit Capitol Hill Housing Improvement Partnership, which rehabilitates affordable housing for low-income buyers.

Department of Health and Human Services

Vince served as the Department's liaison to Congress and as the Secretary's chief advisor on all legislative matters affecting the Department, including policy development and implementation, and legislative staff and operations of the Department's science, research, regulatory and public-sector insurance agencies. He also coordinated extensively with other departments of the executive branch, the Office of Management and Budget (OMB) and the White House. His service included:

Negotiating and working with Congress to enact major Medicare, Medicaid, SCHIP, biodefense and FDA legislation; and
Working as part of the Secretary's leadership team to develop and implement priority secretarial initiatives, including pandemic flu preparation, value-driven health care, health technology, Medicare prescription drug reform and health insurance access and reform.

Hill Experience

Policy Director, Committee on the Budget, U.S. Senate (2005) — Directed Chairman Judd Gregg's domestic policy operation with responsibility for addressing the full range of policy issues, including entitlement programs such as Medicare and Medicaid, the health care system, homeland security, liability and litigation, and Social Security. Achievements include passage of the FY 2006 federal budget and development of reconciliation legislation passed in 2006.

Health Policy Director, Committee on Health, Education, Labor, Pensions, U.S. Senate (2001-05) — Led Chairman Judd Gregg’s Health Policy Team in developing and enacting health care policy priorities, including medical technology and FDA regulation, health insurance and the uninsured, biodefense preparedness, liability and intellectual property, bioethics and public health systems. Achievements include enactment of major bioterrorism preparedness legislation, enactment of FDA regulatory and financing reform, and leadership of the Senate Task Force on the Uninsured.

Counsel, Committee on Labor and Human Resources Subcommittee on Children and Families, U.S. Senate (1995-98) — Served subcommittee chairman Dan Coats by developing policy positions and legislative strategies, drafting and enacting legislation, and cultivating public support and legislative consensus regarding issues involving the FDA, private and federal health insurance, public health programs, children and families, welfare reform, and poverty relief programs.

Staff Attorney, U.S. Sentencing Commission (1990-1994) — Assisted in implementing the Commission's legislative affairs through research and analysis, lobbying and legislative drafting. Chaired agency working group and prepared reports examining all aspects of narcotics trafficking, firearm trafficking, violent crimes, career criminals and sentencing issues. Provided counsel on contracting and procurement law and to implement personnel, ethics and equal employment policies.

Program Director, Capitol Hill Housing Improvement Partnership (1988-90) —Directed nonprofit housing and community development corporation that rehabilitated affordable housing for low-income buyers.

Legislative Assistant, U.S. Senator Gordon Humphrey (1985-88) — Directed the Senator's priority legislative project. Staffed Senate Committee on Labor and Human Resources health bills.
