Professional Experience

Beena Patel is a Public Policy Specialist with B&D Consulting's public sector team. Beena has in-depth expertise in qualitative and quantitative analysis. Specifically, she has developed extensive proficiency in benefit-cost and risk analysis, as well as management science methods such as modeling, forecasting, decision analysis and simulation.

Beena assists clients' advocacy efforts before Congress and other federal agencies by developing and supporting their legislative, regulatory and funding strategies. She regularly monitors legislation to identify opportunities and challenges for her clients as well as conducts extensive research to prepare them with supporting memorandums and briefing papers that support their policy mission.

Additionally, Beena has been serving as the firm's American Recovery and Reinvestment Act (ARRA) monitoring and reporting expert. She has developed expertise in the many ARRA programs and provisions, and regularly provides guidance to clients on "all things stimulus."  

Prior to joining B&D Consulting, Beena graduated from the University of Southern California with a Masters in Public Policy and spent time abroad working on water pollution mitigation techniques on the Fenjing River in the City of Foshan, China. She has also worked as a governmental affairs consultant for Waste Management, Inc. (WM) in Los Angeles, CA. At WM, Beena worked closely with cities and counties in California on a range of municipal solid waste issues. She also advised the LA Market Area team on local government contracts and proposals, sustainability initiatives, and facilitated in community outreach/development, public awareness and branding campaigns. Additionally, her previous experience includes working at Los Angeles-based nonprofits in the areas of public health advocacy and economic development.
