Professional Experience
With focused work in insurance and financial services and health issues, Libby Baney provides strategic counsel to trade associations, nonprofits, corporations, governmental entities and individuals on matters related to federal government action. She advocates for clients on Capitol Hill by developing and executing legislative solutions to the complex regulatory challenges facing the financial, insurance, and health and life sciences industries.
Libby helps clients assess, advocate, impact and respond to federal legislation, including financial services regulatory reform and health care reform, and administration positions, including proposals from Health & Human Services (HHS) and Treasury. She works with clients to develop comprehensive and creative strategic plans and advocacy campaigns, including coalition development and project management, and advises clients on Political Action Committee (PAC) and lobbying activities. Libby has drafted Congressional testimony and briefings on pending legislation and has active, strong working relationships with both Democrat and Republican lawmakers and staff.
For insurance clients, Libby works closely with industry trade associations on issues relating to federal legislation. On behalf of a client, she co-chairs the Surplus Lines and Reinsurance Coalition, an expansive insurance coalition representing the industry’s support for the Nonadmitted and Reinsurance Reform Act.
For health clients, Libby works closely with Congress, FDA, CDC, NIH, CMS and related associations on issues involving patient safety, clinical research, translational science and public health. She is a member of the firm's health care reform task force and counsels clients on a variety of health care reform (PPACA) issues and regularly interacts with the federal agencies implementing health care reform. Libby provides strategic counsel and analysis on provisions involving pharmaceutical and medical device manufacturers, the 340B drug discount program, high risk pools, and other insurance reforms under the PPACA. She also counsels clients the new Office of Consumer Information and Insurance Oversight's development and activities, and assists in preparing formal comments in response to Federal Register notices.
Libby also advises clients on the regulatory, public policy and bioethical issues involved in activities such as bio-banking, data sharing and clinical trials research, and works with a wide variety of clients, including pharmaceutical, biotechnology and medical device companies, academic medical centers and patient advocacy organizations.
As a member of B&D Consulting's Community Engagement Committee, Libby is active in organizing events and activities that benefit D.C. metro area communities.
Libby brings a background in city and state government through several roles in Indianapolis and Washington, D.C. Her previous experience includes working on community development projects and charter school initiatives for the city of Indianapolis, economic development activities for the State of Indiana, and creating corporate response plans for state and federal legislation.
