Professional Experience

Nkosi Bradley counsels clients in community redevelopment and economic development matters. He possesses an insider's knowledge of local government and Capitol Hill through previous experience.

Prior to joining B&D Consulting, Nkosi worked with the District of Columbia's Office of the Deputy Mayor for Planning and Economic Development. He was responsible for managing the transfer of federally encumbered real estate to private developers in alignment with the District's economic development goals and objectives. While with the District, Nkosi budgeted and managed significant federal Community Development Block Grant program funds in support of project site acquisition and management. He also served as the lead on a planned $260 million catalytic mixed-use town center development, featuring 300,000 square feet of “big box” and in-line retail in one the District's most economically underserved communities.

Prior to his work with the District of Columbia, Nkosi served as the Director of Housing Development for a community development corporation where he implemented the organization's physical housing development efforts within an economically distressed Southside Chicago neighborhood. Nkosi worked with local legislators, the Chicago Department of Housing and community stakeholders to plan and execute the first phase of a slated 30-unit scattered site infill residential development. In support of that initiative, Nkosi worked successfully to secure critical project financing and subsidies through the Illinois Housing Development Authority, the Federal Home Loan Bank and a local community development financial institution.

In addition to his ground-level experience in local government and nonprofit community development, Nkosi has significant Hill experience gained as legislative counsel to Congressman Bobby L. Rush (D-IL). He advised on issues appearing before specific subcommittees to which the Congressman was assigned, namely the House Commerce Subcommittees on Energy and Air Quality, Oversight and Investigations, and Finance and Hazardous Materials. In that role, Nkosi most notably counseled the Congressman in his effort to protect LIHEAP funding formulae, ensure energy efficiency standards in federally supported housing, promote distributed cogeneration and institute federally mandated uniform electric interconnection standards.

Nkosi also advised the Congressman on a variety of legislative issues under the jurisdiction of the Judiciary, Resources, Armed Services, Veterans Affairs, Ways and Means, and Appropriations Committees. He successfully negotiated a member-sponsored amendment to the Homeland Security Act of 2002 establishing the Office for State and Local Government Coordination within the Department of Homeland Security.
